When you use C:\ , File:// or any local path to load local assets in your dashboard, it is no longer supported with Chrome.
Chrome cannot access local resources when an Xcesius swf is exported. This is a Chrome-specific issue that cannot be worked around, so IE and Firefox are the recommended alternative.

The recommended solution ultimately is to not use local resources for deploying dashboards, but rather use a server deployed CSV or Shapefile.
