This is a known error SAP caused which is scheduled for BI4.2 SP04 FP01. The note 2475742 and workaround was provided by SAP:
Simply place the XLX file Xcelsius install folder (C:\Program Files (x86)\SAP BusinessObjects\Xcelsius 4.0\ and it should work
