Auto-Zoom to Shape Bounds on Select

Auto-Zoom to Shape Bounds on Select will automatically zoom to a selected shape when it is selected. The goal is to automatically adjust the user experience based on interaction.

This feature is best used with regions layers for drilling, so an end user can focus the map to the shapes outer bounds.
